Is cocoa powder and chocolate syrup the same..?

I would like to make an eggless chocolate cake.Can anybody clarify whether cocoa powder and chocolate syrup are the same..?I didn't find cocoa powder in wallmart.please suggest what else can i replace it..?If any recipes would be appreciated..
