What will be the consequences for Obama for not abiding by the War Powers Act?

The House Republicans gave Obama until today to make the case to Congress as to the necessity to keep funding operations in Libya, and to abide by the War Powers Act and allow for a vote in Congress. So far, it seems the President has no intentions on informing anybody about the reason we are in Libya, nor abiding by that 1973 law, saying supposedly that since the United Nations has already sanctioned the intervention in Libya, Congress is not needed. Clearly that is a violation of the Constitution since NO foreign governing entity overrides the U.S. Congress. So, what are the consequences going to be for Obama’s arrogance and refusal to abide by the very law he claimed Bush wasn’t abiding by with Afghanistan just 10 years prior?
